Broken Steel Glitch????

1st time finished Fallout 3 w/bad karma level 20 . DLC Anchorage and the Pitt completed. 2nd time played w/good karma level 20. Level 20 completed most of the quests so I downloaded Broken Steel and when I get to the rotunda and kill Autumn (or use "speech" and he leaves) Dr. Li comes over the intercom and like the 1st time , I thought Autumn and I would discuss who goes into the radiated area. All she does is say, "Let's secure the area before we move forward".

I check the entrance doors to the rotunda. Locked. Go past railing on both sides to boarded up elevator entrance. Walk to other end of platform by barrels. Walk over to intercom. Go up to glass door (indicates that you need a key) and access cabinet where I placed the FEV inside the 1st time, but gave it to Elder Lyons this time.  Nothing works. I read that in this case the game won't end the same way and Broken Steel takes over, but it ain't happening.

Am I suppose to get something somewhere else? Am I the only one having this problem?
