Rules? We make em up, as we go along...

Since when is Congress allowed to ignore the rules that are in place to keep them under control and make up their own rules as they see fit?  And how does a former federal judge, Alcee Hastings, who was impeached for corruption and perjury get a seat in Congress after what he has done?  I guess "Congress" really is the opposite of "progress".
