How do I get a picture in here?

I am trying to post a picture in my Blog and can't figure it out.  It is on my computer's desktop.  How do I do it???

Insert edit image on the blog tool bar far right hand side. The icon looks like a mountain top. From there it is easy basically all you have to do is upload it like you do an attachment for an email.

I so that, but it doesn't do anything. Nothing appears. It acts like it is doing something, but no file appears after it stops.

The picture has to be upload to a host site. Then you provide the link to that site.
