I belong to a private site where members collect images (and files, and music) of all kinds and post them.
Then the members vote on whether they are good or bad.
There are only 10 slots for images on the front page, unless they get a lot of "good" votes, they fall off the site entirely.
Files with a lot of "good" votes make it into the Top 100 and remain there for a couple of days
