Yes you have to use a particular skill & ability in order for it to upgrade; for example I had all 3 classes created during the Beta, but went back to my Warlock and experimented quite a bit; so by continuing tossing grenades, using my melee attack, and of course using my Nova Bomb, I was able to upgrade each one.
So with the Warlock for instance you start off with the Vortex Grande, it can than be upgraded to the Shatter Grenade, and than to the Bolt Grenade; and those grenades were available on the one subclass that was available to us; so if I wanted to in the Full Retail version of the game, I can choose to select the first type of grenade in the other subclass and upgrade from there; if I recall those grenades have something to do with binding with the Power of the Sun.
One thing that I'm curious about, after watching some of the newer videos being posted, is if we'll be able to acquire Exotically Named Weapons, that seam to have a much larger upgrade system than what we experienced in the Beta; I mean do we have to wait until we've reached level 20th before that kind of stuff becomes available; or will luck out and find something that might be called "The BoomStick" and is an amped up shotgun (just made up the name folks for shits & giggles), as say a Level 3 character???
I agree with a lot of the above statements in regards to Bungie should have added split screen; hell that was one of the reasons I finally caved in and bought an original Xbox when Halo: Combat Evolved first came out. I was able to play with both my brother and my friends and had loads of fun exploring and getting into gun battles; that's something that Borderlands does well, and even the very first Resistance: Fall of Man on the PS3 had split screen co-op play. Let's face it, there will be times when your friends are not going to be online, so that leaves you having to team up with the general public; and we usually know how that ends up ( it's 50/50 crap shoot ).

I have not seen Bungie specifically mention when we'll see weapon drops. I do know I saw a random in The Crucible get a Legendary (purple) weapon drop. Obviously the player was capped at Level 8, but the weapon was a Level 20 and couldn't be used.
Personally, if I was just messing about at Level 10 and I got a sick Legendary Level 20 weapon/armor drop, it would certainly encourage me to keep playing.
Hmmm... so if I'm piecing this together right, it sounds like your Guardian's level really just limits the weapons and armor you can use until you hit level 20. After 20 you can use and wear anything so you are free to spend your time leveling your stuff and skills. You can kinda just forget about level cuz you no longer have to worry about low level limitations.
In other words, you become 'Leet' at 20, ignore your personal level from then on and just concentrate on pimping your gear (adding cool modifiers like scopes, extra damage, faster reloads, etc.) and opening up new parts of your character's skill tree. Does that sound about right?
Or will you still have to be level 27 to use level 27 gear?

They haven't said either way yet, everything is all speculation. They could do what other games do and the gear might be level 27 and you can just equip it and make yourself level 27 like that. Or you need those motes of light things and you use those to level up past 20 and need to earn 7 of those or however many to be level 27 to use the gear.

I'd love to see them go with something like having us work our way up the "Junior Guardian" ranks (level 1-20) then grant titles (based on how you level your skills and gear) from that point on. Stuff like, I don't know... 'Shield of the Traveler' or 'Fist of The Tower', 'Lord of light Balls', 'Master of Mushroom Stamps', 'Ass-Glasser, First Class'... You get the idea. Leave levels to the noobs (anyone under level 20) and bestow space titles to the space lords and space ladies what earned 'em.
I caught a bit of Doodirock and Hitman doing a Q&A with Deej on Twitch (the recording on YouTube, that is) and Deej (is that right? The Bungie community guy...) used the analogy of knights competing in a tournament when asked about the balance/lack of balance in some multiplayer modes. If we're all gonna be Space Knights it would be cool to get cool Space Knight titles. Know what I mean?
