SMG ULM workaround?

It seems some folks have been testing and have determined that even though ULM doesn't work by itself for most SMGs (except the Geth SMG), if you equip a ULM for your SMG and a ULM for your pistol at the same time, then the ULM for your SMG starts to actually affect cooldown:
