In today's USA Today Microsoft has announced that starting on August 30th they will have a free XNA Game Studio Toolset download available.
Then during the Holiday season Microsoft will offer a "Creator Club" Membership for $99 dollars that will let you test your game on the XBOX 360.

This opens up Live even more and could be the development that helps MS win the console war. At least it lets lots of Homebrew/ cottage designers get a shot to make it to the big leagues. Microsofts long term goal is to allow these home created games be sold on Live.
