Need some pc gaming guru's help for a weird issue.

Okay so I seem to be having a odd issue related to running certain games using direct x 10 or 11 features.  I'll post some config information if that will help. 

i5-3570k oc to 4.2ghz

Sapphire 7970 oc to 1000 mhz, memory oc to 1450

16 gigs of 1600 memory. 

asus xonar sound card. 

I run this on my television through a hdmi connection at 1280 x 720 (Mainly because the software that allows my games to display 3D for my television called Tridef runs at 60hz when at that res) My sound card runs through digital optical to my surround sound reciever. 

Not sure if any other info would help but I'll just state my problem and see if anyone else has experienced this. 

Basically what I'm getting is when I run a game that uses Direct x 10 or 11 such as Assassins Creed 3 or Far Cry 3 my video output is forced into 1920 x 1080 at 30hz.  This is regardless of the settings I have placed in the game itself or on my desktop.   Now if I revert to Direct x 9 settings the output is fine.   It will run 1280 x 720 at 60hz no problem.  This is also not even utilizing Tridef which is something I haven't been using all the time anyway.   I've tried uninstalling through driver fusion my video drivers and reinstalling the latest catalyst software.  Still no change.  I've tried to reload direct x but since this is Windows 7 it is integrated and simply says I have the latest version.  Only things I guess I will try is to undo my overclocks and see if at stock settings if I still have the issue.  I'm just wondering if folks have seen this because I'm tryiing to avoid popping the case to move the jumpers on my card.   Is there any other software changes I could do other then reloading which is something I'd like to avoid as well?   I'm thinking it has to be software since it only happens under DX10 or 11.  Could a HDMI cable cause this?  It's a cheap one from amazon since I've always read that the expensive ones are a bunch of BS when it comes to the signal quality.   I guess I'm at a loss as to why my machine which has more then enough juice to run these games under those settings would have this problem.

If I'm not mistaken, using HDMI at 1080p will only give you about 24 to 30 hz. So yes, it is the HDMI cable. It doesn't matter what kind you get. They all have this limitation at the moment.

I'm simply a moron.  Loose HDMI cable at my television was causing the whole issue.   Still weird that that was the only video issue I was getting from it being a bit loose.  Just glad it wasn't a bad card or bios issue or something.

Wait. So, you are not sill getting more than 30 at 1080p are you?

Yea I get 60hz on 1080p just fine.  60hz at 720p just needed to make sure I set that mode in the cards settings under display resolution advanced.   Like I said I'm a moron and didn't check the most obvious part of the equation.

Yea hdmi no matter if it's labled high speed or low or 120hz to 480hz maxes out at 60hz transfer no matter the television, signal strength or whatever.   So if your in a store and some sales jerk tries to sell you those monster cables tell them to go fuck themselves cause a cheap 3 to 5 dollar cable from amazon will handle anything you throw at it just fine.  Seems that loose connection was also causing a issue for me where my television would state "Resolution not supported" then force me to hard reset the pc.   So lesson learned to make sure your cables are seated well.
