I'm a bit confused, this game is playable? Everything I am finding on the website is talking about developing the game. It looks interesting, espectially after X-Rebirth flopped on launch.

Machines right, Currently there's nothing more than the Hanger module, and a Dogfighting module is coming in December one way or another. Chris Roberts has stated that if all else fails that you will get a DF module to play against AI, then shortly after multiplayer will be added. But he is pushing for Multiplayer DF from day one as best as possible.
As a new backer you would get a ship with either 6-3 months worth of insurance. I'm a Veteran backer so any ship I have I get Lifetime insurance on the hull. If you're interested (before the 26th) buy your ship, you can gift it to me and I can turn around 24 hours later and gift it back t you with that same lifetime insurance.
According to Chris hull insurance won't cost much, but hey, every bit helps.
There's a hangar module that is available where you can run around and look at (and access) your pretties. It looks like this...this is the Deluxe hangar with a Constellation and some flavor of Origin 300i in the background.
Sometime in December the dogfight module will be released. CIG is incrementally putting all the parts together for the game...and continuing to blow through funding stretch goals. The next goal is another, fancy, ship called the 890 Jump...
Well this has definately caught my eye now. I played the X3 series, still playing actually. X-Rebirth just released and in a very rare instance I didn't preorder because for some reason I felt that I needed to wait and see some feedback. Glad I did as people are pissed and demanding refunds. Some of the graphics honestly look like their from 2000.
I would expect nothing less than a good space sim from Chris, I'm hoping for an excellent one..... Ammo if you're interested download a VoiP program called Raidcall, the Star Citizen room I've created access code is above. But many of us are playing MechWarrior: Online and use it just to chitchat if you're interested... The roomcode is: 4913355 2Old2Mecha
And so far it looks like they are adding close to half a million a day to the funding pool with the sale going on... $50 million stretch goal, gold plated ship replicas!

I think the cheapest package is $40 for an Aurora...although I think I would suggest a 300i if you wanted to spend a few more bucks, or an Avenger...solid ship and Alpha and Beta access. Decent community (even if the forums are a little rough). And you've got myself, Kurupt, and Retribution to kick around while we rob from the rich, fat-cats of SC and give to the poor. Well, we'll be poor, so we'll just keep it.

I'm a veteran backer as well, as SunRun just to keep things simple. Not that I pay attention to what is going on.
