If it is uncommon in one or more online sets it is legal.
You could check this on the old client but i don't know if its possible on the new one.
If we play vintage than it is most likely restricted to 1 copy i guess.
I think you can check it by playing a solitair game.
Question: I noticed that Silver-Black is normally a Modern format. Will we be ignoring that and playing Vintage as before?
