Supposedly they give you a jack o'lantern head for 30 mins or something but it is buggy and doesn't always work, especially with the Nightfall glowing head. I've heard reports you can pick them up in drops from Hallowed Hive enemies. Will try them out later to see if it works.
I got 3 of them too - for my Warlock character. There's a Hive connection, so maybe they only work on Hive missions or in the Tower. I put one on once while on a Hive mission on the moon. In third person, I couldn't' see it.
The aren't working for some people. Here is the circumstances where they didn't work for my friend (maybe we can find a pattern?) Two of us picked them up and went into the Weekly Challenge, put them on in there and it worked. The third person did not have them. Went to Tower afterwards, and our third picked them up and tried to use one. It didn't work. Someone earlier had said they'd tried at the Tower and it didn't work, so we figured you couldn't use them at the Tower, that maybe people couldn't see them (no one was looking at first) but then a random put one on right in front of us.
So we took our friend into Nightfall, where my other friend put his pumpkin head on again (it had expired after the 30 minutes). Third friend tried again and nada. The Jackolyte disappears, the countdown happens but no pumpkin head.
Did a search and still haven't figured out what's going on, but it sucks when one of your buddies can't join in on the fun!!
I was hearing haunted house screams in the background, and pumpkin silhouettes were flashing on the screen when I was killing stuff in PVE just after I picked up thees from the post office. But I don't think i activated any of them yet because I still have 3 in my inventory.

I assume that if you have the blue flaming head, it will not work. Driver and I did the night fall strike then picked up our mail. The head did not work for either of us. My thinking is, Bungie messed up and if the head worked after night fall, it would cancel the weekly bonus.

I think its a graphical glitch, to be honest. The bonus is still active (you can see it when you hamburger and see the icon to the right of your primary weapon display) even though you see no noggin change.
I think it was just for cosmetic purposes only. I used all three in PVE, and PVP (not recommended, I think it makes the hitbox on your head bigger, I got my butt kicked pretty bad when I had it on in the crucible.

Neither did my hunter, you might only get it once. Hence why they give you 3, so you can use them on all 3 characters.

I put mine on last night in the middle of a strike and another guy in our fireteam did the same and both worked.
Strange how bugged this is, but it just goes with the rest of the game.
