No available "rent a servers"?

 tell me I'm  missing something or are all the servers rented? I have tried for two days at different times(late at night to early morning) and only seen one chance to get a server(it was a european server with two bars) WTF why would they drop another feature like this with issues?

 Has anybody read anything explaining whats going on?
