I think a little bit - cerainly mmics the epicness and somewhat the progression. Although I feel the progression and leveling in more traditional RPG's is much more important - whereas with GTA etc. it's really just nice little perks instead of core to how the game plays and moves forward. Currently enjoying GTA V :)
I guess you have to define your idea of what a rpg is to you? With rpg progression being the norm in most games these days defining genres get's harder and harder.
In Borderlands and Dead Island, you work your way through a skill tree giving perks (just like COD, I guess) getting experience with kills tailoring your character more towards what you like to do in those games.
