Dawnguard Legendary Achievement Done
I ground out leveling to 78 and that's when the legendary dragon spawned in Skyrim. If you are going for 100% completion, generally follow true achievements recommendations for Skyrim/Dawnguard. I did a couple things not listed but do not know if they made a difference. Saw one report of legendary dragon at lvl 50, but most appear at 78-82+. God Bless America, was I ever glad I did not have to grind into the 80 levels. Now back at 100% completion....until the next dlc launches.
If there is interest, I will be glad to recap strategies. 
Yep, everything I've read says atleast lvl78
and after that what? you go to a peak or they just randomnly attack?
No, it is a random dragon spawn....sometimes they will fly off if one doesn't get a shot off at them. No idea if some of those lost dragon encounters were legendary. Not sure what the cap is on levels in Skyrim. Sry to be so late answering...was playing Witcher 2 and just went dark while I completed that game.
I think it's 81 or 82, right?
Yeah it took me forever to get the first Legendary dragon. But now I see them all the time. They just attack left and right. It actually gets annoying when I'm trying to go somewhere.
what level are you barheet?
I'm at max level: 81.
I got tired of it so I started a new game.
