I checked this out on the map last night, I have a vendor marked next to the lake. I wonder if they've patched since this vid was put out. I don't "think" I've ever been there, but the vendor is clearly marked on my world map, contrary to what the video says.

There's a mission that takes you to this vender, iw as there a couple nights ago for a side misson. Once i got there i was thinking hey.. this looks familiar. Then boom the vender appeard wheni killed all the 99ers.
