If you're mid 300s, Xur's exotic helmet engram will produce a 310 helmet about 80-90% of the time. If you're low 300s you'll get a 310 helmet about 50% or thereabouts - otherwise 290.

I am considering whether to buy 3oC's instead of the engram. For 21 SCs I'd get 15 3oC's, which usually produces 2-3 exotic engrams. I could use a 310 helmet though. Decisions, decisions...
Blam: As a test, I bought a single engram this morning with my 307 Warlock. That one produced a 310 helmet - yay. So, bought 4 more. All but one was a 310. Then, I bought a couple more engrams with another character that was a 301. He didn't do as well. Not many coins left.... :(

So would you guesstimate somewhere around 304-305 the odds of getting a 310 go up?
I think I might try one engram and then take my chances with 3oC's.
There is a baseline roll on all gear with a higher % as you move up in light. Once you reach the max light of that teir a new base starts. For instance:
Base: 290 all the way up to 310.
As you move up this tier you have a higher and higher % chance to roll closer to the teir cap. The next teir begins at 311
Base: 311 all the way up to 320.
At this point the lowest you can ever roll is 310. Since exotics seem to cap out at 310 you basically have to wait for hardmode drops to level them up with infusion.
My daughter didn't do as well buying exotic engrams from Xur. Her character was a 306. She bought 6 engrams and didn't get a single 310. She & I farmed the "Ultra Knight" in the Dreadnaught using 3 of coins, and she finally got a 310 out of an exotic primary engram. As pointed out by badmin there seems to be more RNG at work when, apparently, you're below 311.

311 seems to be the sweet spot. I haven't seen an Exotic Engram NOT decrypt to 310 when I flipped to 311.
