UEFA Euro 2016 Question...

Now that Spain is out (and ruined both of my pool entries - thank you very much you bunch of bozos) I heard an announcer say that Spain's next big game will be in Septemeber for a Uero qualifier.

That suggests to Parcells that the 2012 Uero champion is not guaranteed a spot in the 2016 Tourney?? That sounds fucked up!

Does the World Cup work the same way?
