Video Cutting In ODST

I tried to make a short film clip in Firefight in ODST, but it seems to be disabled (unless I'm doing it wrong.) I can't seem to rewind or record video at all. Was the option disabled from the game? I want to make a clip where Beau dog EMPed a Banshee, I killed it with a hammer, and then promptly teabagged it. I have the file saved to my hard drive. Can anyone help?
