It will probably get blocked at a federal level, but fair play it brings the debate to a whole new peak. Washington in particular...hardly a backwater politically speaking.

They have been smoking it in DC for years. Look at our National Debt. We borrow 40 cents on the dollar. The old saying was "spend like a drunken sailor". Once the sailor was out of money he stopped. Now they have our credit card and are continuing to spend.
Marijuana is also partially legal here in Oregon for medicinal purposes. We have a medical marijuana card system that seems to work pretty well. Being caught with a joint is punishable with a non-criminal fine.
