Beats me. I bought it without ever playing the regular version so I don't know what's different. I traded it in soon after though because it's not enough content to keep me interested. Plus, you really need a fight stick because it feels broken with a ms gamepad.
There are a few differences from SF4 to SSF4, and then additional differences from SSF4 to SSF4: AE.
First, they added characters: Hakan, Juri, Guy, Makoto, Dudley, Adon, Evil Ryu, Oni, etc.
Second, the frame advantage, damage, etc on most everything has been altered to some degree (so if you have the strategy guide from an earlier game, its no longer accurate).
Third...I can't actually think of a third (shows how often I play, huh?) Wait, I got it. A recent patch/update to the game changed stats even further (Hakan, for example, now starts each match oiled up. And if you don't know what I mean by that...well, go check out Hakan).
