What's interesting is, if you click on the list button (of either type), type a few entries, then deselect the list button, then click on "Disable rich-text" you will see that the HTML version of your message does include the list elements (<ul> / <ol> and <li>)  wonder if it's a CSS issue?  Haven't gone to the trouble of looking at the HTML it's slinging at my browser yet.
