Wow! I have heard a lot of terrible things about EA/Origin support and I have seen a couple of instances of posted transcripts similar to yours. Fortunately, my one experience with them wasn't nearly as bad but they do make everything a hassle.
I had someone try dicking me around like this. The girl even tried telling me that you can't just stop payment from a credit card. Unfotunatly for her, you can and I did. Not sure if the credit union reported the transaction or what but I do know I was never charged.
And that's why I haven't bothered to give the any of my money. I wanted Mass Effect 3, I really did, but (like my brother and several friends) I absolutely refuse to do anything through Origin. The only thing that gets done efficiently is farming out your personal information.

I think there was a language barrier issue there. At least he didn't try to use a fake name.
